Thank you all for your expert advice and for the links given.
It seems as clear as mud now. Whilst I am quite sure that he will meet the mobility criteria for the higher rate it's always possible that an assessor and DM would see things differently. It seems that although the Mobility Rate for DLA cannot be reduced or increased after State Pension Age it could actually be taken away altogether.
My Stepfather is under enough stress as it is without worrying if he would lose his car and his independance. I understand that he could always do a MR and if necessary an appeal but these things take a long time to be resolved. His Motorbility Car would be removed immediately though if he lost the DLA. Whilst he is not in immediate danger from his health conditions I have no wish to make his final years more stressful than they need to be in order for him to receive extra money.
He is managing OK financially and the Cost of Living payments he has and will receive have made a big difference to him. He lives quite frugally and his only expense and his main joy is growing flowers and vegetables from seed. Between us, my siblings and I will make sure that he is happy and as well as he can be.
