Appointee responsibilities

so i'm after some advice so i can help my mum she is under appointeship which the dwp put in place years ago. last year i found out my mum was on the wrong pip and should have been changed ages because of her needs to which she has been told by her support worker that it is down to her to tell them also they manage her finances which include paying her british gas / electric i have seen they have not paid it on time to which she got a late fee ad still haven't paid. 

also they are bullying her into signing a form to which all it says is to whom it may concern and to send all future correspondence and invoves to them but wanted 6 pages of the same thing but doesn't say who they will be going to or anything should be just be signing anything like that
