Horizon parking - PCN disabled bay without clearly displaying badge

Hi, 

We parked at tesco on 19th May in a disabled space and forgot to put the badge on the dash. Car vehicle tax is disabled if that counts for anything?

We've recived a PCN through the post being issued for
"parking in disabled bay without clearly displaying a valid disabled badge".

any way to appeal or contest, or should we just pay up?

Appeal as registered keeper pointing out the PCN is non-POFA so the keeper can't be held liable.  The driver will NOT be named.

DO NOT TICK 'DRIVER'.

DO attach a copy of the blue badge though, saying that "an occupant of the car was disabled and the keeper is not sure why the person taking the predatory photos didn't see the disabled person or the badge".  

DO NOT admit it wasn't displayed, nor imply who was driving.  

The keeper cannot lose at POPLA.

Why would you pay a greedy scammer they are not an authority, the Blue Badge is not relevant on private land and displaying it is a courtesy not a necessity. Horizon who's signage at Tesco's is abysmal want you to fall into their traps as this is the way they make their money.

Follow the advice above it is tried and tested do not say anything else and do not be tempted to phone them.
