Full Travel Insurance that requires you to have EHIC/GHIC card

I recollect seeing on the site that a travel insurance company has a policy that adds on to EHIC (now GHIC) card.  You have to use the card for medical treatment. This was a useful product if you had pre-existing conditions or were older or both.  
Does anyone know of this product and the insurance company or companies that sell it?
Grateful for any advice.

    Most require you to use EHIC/GHIC as appropriate, just like claiming on your statutory rights for delayed/cancelled flights. Insurance layers on top of these not instead of them
