Full Travel Insurance that requires you to have EHIC/GHIC card

I recollect seeing on the site that a travel insurance company has a policy that adds on to EHIC (now GHIC) card. You have to use the card for medical treatment. This was a useful product if you had pre-existing conditions or were older or both.
Does anyone know of this product and the insurance company or companies that sell it?

Most require you to use EHIC/GHIC as appropriate, just like claiming on your statutory rights for delayed/cancelled flights. Insurance layers on top of these not instead of them1
