Is it permissible to open 2 LISAs (one a cash LISA, the other a Stocks and Shares LISA) and keep transferring money back and forth between them to capitalise on the best interest rates vs stock investments?

Potentially, but some LISA providers don't accept transfers and you'd need to ensure that you kept all current year money together at all times. Standard advice on here would be to use a cash LISA for supporting a first property purchase or a S&S LISA for retirement funding, rather than trying to use both simultaneously....1

Save the hassle and just invest in a cash like ETF (e.g. CSH2) when you want a simple interest like return and global equity tracker when you want investments."If you aren’t willing to own a stock for ten years, don’t even think about owning it for ten minutes” Warren Buffett
