Notice of Intended Prosecution - Look for advice regarding dates

So, I got caught speeding by a mobile speed camera, 38 in a 30. Currently have clean license and had it for 20+ years.
I dont have any excuses, but would obviously prefer not to have points and a fine.
The offence happened on 2nd March, and I received my NOIP dated 16th March. I filled in the required form and posted it. I have the receipt with tracking number and proof of delivery signed for by 'Police' on 12th April (within the 28 days specified in the notice). I also took pictures of the form filled out that I returned.
I then receive another NOIP for the same offence, on the 28th April. This was exactly the same as the previous NOIP and again stated I have 28 days to reply from the date of the letter (28th April).
On 19th May, I receive another NOIP this time with a cover letter essentially saying I have 28 days to reply from the date of the original notice (which has now passed).
So from my point of view...
1) I sent off the required information within the required time, but they have obviously lost it there end.
2) The second NOIP is more than 14 days after the offence
3) The third NOIP is some 10 weeks after the offence
Do I have any wiggle room here (mainly that they appear to of lost my returned form), or do I just have to fill it in again and send it off ?

You should go to Pepipoo.com for best answers to your questions, where there are people more expert on such matters than here. Best outcome would be a course, which means zero points, but it all needs to be wrapper up soon before it's too late.1

As advised above, PePiPoo will be your best bet for police tickets.
