Painting around windows with silicone sealant

Normally when I'd redecorate? I would use decorator caulk around the window sill and frame and then paint 

we've had some windows done lately and he has used silicone sealant around the frame 

he said some modem paints take to it - the farrow and bell in the hall disintegrated but in lounge it's Tikkurila so we'll see. Should I be using caulk or silicone and should I be removing his and doing it over for a neat finish once decorated?

he's also used silicon where he's chipped the wall a bit around the frame which I'm pretty sure is a bad idea - should I take this out and fill/sand?

    Will give it a go and see what happens - I painted round our hall window although that was done by a different company and where the paint went over the silicone it was flaking away and didn't look very neat so was hoping to avoid the same on other windows

    It's not uncommon for silicone to be used to seal inside white uPVC windows - generally one would just pain up to the sealant.

    Your best bet is to remove the sealant and use caulk if you want it painted.

    The silicone in the wall chip is a complete bodge. Remove it and use filler.

    I've been told that you can paint silcone sealant if you prime it with Zinsser B-I-N. I've not tried this, so would suggest you go further research, but Zinsser B-I-N is a handy product to have in the house anyway as it will cover impermiable surfaces like varnish.

    I've used bin before but when I did it I had to do most the wall in it as it flashed under the paint, is that normal or was I unlucky?

    If it were me I think I would just paint up the the silicone.  I'm guessing it's in a straight line and the same colour as the window, so I don't think it'd look amiss

    Bin will eventually start to peel off silicone.
