Landlord has decided to no longer include gas and electric in rent payments

Simple. Don't sign the new tenancy, continue on the old one, rolling on month-by-month periodically.
Thatcher's (can't stand her) 1988 Housing Act states tenants can do this, landlord/agent unable to prevent it happening.

3) How long have they been there ? And do they want to stay ? or to use this as an escape clause ?
4) does each tenant have an individual tenancy agreement, or is there a joint tenancy agreement for each flat (ie 2 TAs with 3 names on each)?
5) The original TA with the bills included: what date did it start, and what date did or will it end?
6) does your son want the security of a new fixed term TA? For how long? 6 more months? 12? 2 years? Howl ong is the landlord offering?
7) or does he want flexibility in case he decides to move ie a rolling (periodic) tenancy month by month?
Note that the LL cannot impose a new TA agreement. The tenants have to agree to it (and the new terms or new rent).
And if they don't agree and don't sign, the tenancy does not end. Read
