Toilet bungs

BBC article about preventative flood measures recently mentions a £5 sewage bung as being effective at stopping sewage and waste water coming up over the toilet rim.
My daughter`s house is in a "at risk" flood area. I am unsure how well these devices actually work in practice because a toilet has a U bend which must be harder to seal than a straight pipe. Does anyone have experience into how effective they are?
