Best pre-paid debit card

I'm travelling to Czech Republic for a week. What's the best pre-paid debit card where l can monitor spend, add funds if I need to and have protection if card is lost/stolen.

Monitor spend on a 'phone or tablet using their excellent app - and link your bank account to feed it.
