Out of interest - is your standard contract "no sale, no fee", or do you have any kind of withdrawal fees?
Do many sellers just "change their minds about selling" in the first few weeks after instructing you?
And how vigorous are you about demanding the full fee if a seller withdraws after accepting an offer?
Although, to be fair, I've noticed that EAs in the southeast tend to have much less harsh contracts, than EAs in the northeast, for example.
Probably because many properties sell for £1m+ in the southeast, as opposed to the northeast where 3 bed houses can sell for £50k or less. So northwest EAs get a much smaller fee for each successful sale, so they look for other ways to generate fees.

Some agents charge their fee if they find a proceedable buyer and you withdraw. This is relevant as chains can fall through. I withdrew my property as the property I was buying had a major issue with an extension and I then couldn't find a property I liked . If my contract had a proceedable buyer clause I would have had to pay the agents fee. Fortunately it didn't .
Both buyer and seller need to be able to proceed not just the buyer

You might have to pay the fee, or you might not.
It depends entirely on what your contract with the estate agent says, and the details of exactly what has happened.
It's probably best if you start a new thread - and...- give some details of what your estate agent's contract says
- describe what has happened with the sale so far - with viewings, offers, etc
- and explain what the estate agent said, when they asked you to pay their fee
