Penalty Notice - Paid for parking for wrong car, now received debt collectors notice

The registered keeper recieved the following "Penalty notice" below.
The driver did pay for parking that day via the RinGo app, but it they misclicked their partner's car rather than their own.
Unfortunately they were away and missed the 28 day appeal period, and have now received a debt collection notice from ZZPS.
(From what I can understand from the pinned post is that the ZZPS can be ignored for now?)
But is there any point now the appeal period is over, to either contact the landowner (South western railway), or try to appeal on the APCOA website?
Or is it now just a case of waiting 6 months? The debt collection letters are stressful, and the keeper can't afford to pay the current £155 they are demanding.

Yes just ignore it, if it was a Railway Penalty Notice from APCOA. As you rightly say, nothing will happen and this one (unusually) is timed out after 6 months.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Why worry about that? they can write, demand and stamp thier merry lttile feet - but do nothing. Ignore them.

Debt collectors are powerless and can safely be ignored.
If there is another run on bog-rolls you can always use the poor quality bog paper supplied by powerless debt collectors such as ZZPS to keep yourself ahead of the game.I married my cousin. Why are they stressful now you know what to doAdvocate in the County Court dealing with a variety of cases, attending the courts in the North East and North Yorkshire2
