Buying Housing Association property

Hi, I am on assured tenancy and have been renting out at a Housing Association property for last 22 years, I am in a position to buy the property but the Housing Association said I don't quality for Right to Acquire because the property was build before 1997. I have asked if they can sell it without any scheme and they said No. I'm not really bothered if I get the property with or without discount.
My question is, is there anyway to make the Housing Association to consider selling the property?

- built or bought by a housing association after 31 March 1997 (and funded through a social housing grant provided by the Housing Corporation or local council)
- transferred from a local council to a housing association after 31 March 1997

thanks, are we saying unless there's a scheme then the property cannot be purchased even at asking price?
