Our Housing Association is very kindly gifting every tenant £200 at the end of May. This is to help pay electricity bills. As 70% of tenants claim housing benefit is this something to be declared or only if it were to take them over the savings threshold.

I don't know to be honest but I can't see how the gift would be exempt although, unless it increases savings over a relevant threshold, I don't see any reason to declare it either.0

Have you asked your HA about this? Did it not say anything about benefits when they told you that you would be getting it?
I am sure that they will have considered if it will affect benefits, there is no point in gifting such help if it's just going to be taken away from benefits.
