I am sorry these situations have caused you worry and stress over several years. The best place to go to get some help will be your local Citizens Advice. Google the number for Citizens Advice and then you can get through to speak to them about help with money owed from your energy supplier and council tax. You should pay council tax, everybody pays some even if you don't work and when you move you go to the council, get an appointment, take proof of your benefits and they will give you council tax reduction. I am not sure why you think you're exempt from not paying any council tax. Those of us on benefits have help via a reduction on our council tax bill. Citizens Advice will be the best place to get help, but you need to make an appointment and tell them everything about the meter readings and you did them etc.

You might also look around your area to see if there is a charity that could help review how your flat's heating and hot water system work, and check to see whether you are using it efficiently. During the some, if you need to go into hospital, you could turn the water, gas and electric off, or ask someone to do this for you. Then nothing would get used. In the winter, you need to leave the heating on low, so that you don't get burst water pipes.

As driftingleaf has said, you need help from your local Citzens Advice. They should be able to help sort out your energy company, and once this is sorted, they may be able to help with the deductions from your benefits. You should also ask them to look into why you were charged Council Tax when you were not supposed to be paying it.
The comments I post are my personal opinion. While I try to check everything is correct before posting, I can and do make mistakes, so always try to check official information sources before relying on my posts.

Pensioners don’t pay council tax if they are Pension Guaranteed Credit.  I am not on PC but I don’t pay it as I claim Attendance Allowance.

also they been taking government scheme money but not adding to my gas telling me I can only have on electric

The government £400 subsidy was only paid to electric accounts, as not everyone has a gas supply. So you health, has no bearing on this & you will have got the amount you were entitled to.

TBH. The only way to tell your usage is to provide readings monthly, unless you have a smart reader.

You really would be better posting the EON part in the Energy section, but you will be asked for readings & copies of any bills. So people can work out usage & charges. 👍

EOn over charged you. - were they over estimating your readings, do you have a smart meter?  They would have sent you bill, reminders etc before taking it out of your benefit.  Who was in charge of the billing before you took it over?

There may be a very simple explanation to this but its finding the right person to give provide it which is often the difficult one.  You would have been told of the deduction however totally understand this may have been lost in everything that was going on at the time.

Is your systems on a timer or have an anti freeze setting, which would turn things on at a certain time or if the temperature drops below a certain point. That way, yes you will still use electricity even if your not there, to use it.

As for the council tax, if you didn't tell them you moved then you are still liable for the CT. You'd have to prove it was there fault so sadly I would forget getting anything back from them and then treat anything you do as a bonus.

More importantly is you get the help and support you need, seems from what you've said you moved but had little or no support.  PIP claim can be a lengthy and tiresome process, so id get help not only with the questionnaire but also if you end up having an assessment help with that to.

I stand corrected and, whilst being aware students can be exempt, didn't know some on PC but also Attendance Allowance made people exempt from paying it. This is an interesting bit of info for me about AA. I also found out people with mental health might be exempt from paying it too.

AA doesn't automatically entitle you to 100% CTR. Claiming Pension Credit will.
