8 Windows including a Bay in Scotland

Hi,
I got a guy to the door the other day and mentioned something about Scottish government doing discounts etc. on ten year old windows in order to improve energy efficiency. I realise now that is all a load of bumph but thought I would see if the quote is completely out there.
We are replacing 5 normal windows with latches. One very wide window and then one bay window with one wide window and 2 side ones. Pvc windows, no colour, we wanted relatively decent replacement windows so not the cheapest possible, the total quote was 8400, with the option to maybe add a colouring later.
Firstly just to confirm the government help bit is total rhubarb?
And is that a very high quote?

The Scottish govt. bit is junk. For what is available https://www.homeenergyscotland.org/funding/
Get at least 3 quotes - ideally from well-regarded local installers.1 -

Get all the information from the guy at your door re "discounts etc" in writing.Then get several proper quotesThings that are differerent: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid0
