It's a long story I don't necessarily want to go into, happy to share privately if you wish to know though and it would help.
What is the minimum income for a couple to claim old style housing benefit please. If they earn more then is the housing benefit reduced in stages?

If they are working age they can't make a new claim for housing benefit unless living in temporary or supported housing. Help with the rent is now covered in with Universal Credit.

You will need to give relevant details if you want an answer from this forum.
Try putting their details into a benefits calculator.
Note that very few working age people can now make a new HB claim, it will be UC instead.
Yes, HB will decrease as household income increases until their finances / circumstances make them no longer eligible.
