Parking Charge from Premier Park

Hi there,
I have received a "First Reminder" parking charge from Premier Park on
15 May for a vehicle registered to me which was occupying more than one
bay in a private car park. Based on the photo, the vehicle's wheels were a few inches over the white
line. I believe the vehicle was parked there for approximately 3 or 4 minutes.
They claim they "recently issued a parking charge notice" and that this is a reminder, however it is the first piece of correspondence as the registered keeper that I've received. It shows the original issue date as 12th April and the date the vehicle parked was 8th April. I genuinely didn't receive the original notice (and have lost out on the ability to pay the reduced amount) but I'm guessing that is my word against theirs?

Please confirm that the PPC is Premier Park Limited, and not one of the other two parking companies with Premier Park in their names.
Plan A is always a complaint by the keeper to the landowner and their MP.
If that fails, the keeper could try appealing anyway using the template in blue text from the sticky Announcement for NEWBIES. If you can't use the PPC's appeal portal you could try an appeal by post.
If you do appeal you should state that the reminder was the first correspondence received therefore it is being treated as the NTK.
Either way it will be rejected but if/when it gets to court you can show that you tried to narrow the issue to avoid court.

You wouldn't be paying anything anyway (because we do not advise that!) but see if you can quickly still put in the template appeal from the NEWBIES thread.
No saying who was driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes it is Premier Park Limited.I'm assuming my appeal should be on the basis that they didn't contact me as the keeper of the vehicle within 14 days? However I'm guessing they will say they wrote to me. The text in blue from the sticky doesn't seem to be entirely relavant, unless I'm not looking at the correct thing. How does this sound:I appeal as keeper of vehicle XXXXXX. I am not obliged to identify the driver and I decline to do so. Although your notice dated 11 May 2023 is labelled “First Reminder” it is in fact the only communication I have received from you in relation to this parking charge and as such is considered to be the Notice To Keeper.
Therefore, your Notice To Keeper under the Protection of Freedoms Act 2012 (“POFA”) is not compliant, and you cannot transfer the driver’s liability (if any) to the keeper.
Therefore I require you to cancel the parking charge or to provide me with a POPLA code.

Yes that'll do. Let's see if you get a POPLA code.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I complained to the managing agent for the land. Didn't receive a response at first, but when I followed up they said they had been in touch with Permier Parking and the PCN cancelled. I've seen other cases here where after cancellation the ppc has still chased payment so I guess I'll need to wait and see.I did also write to my MP2
