Have I been 'refused' car insurance...?

ive received an email fro my current car insurers (been with them a while) and it says "We're sorry but we can't offer you a price to stay with us for another year so your policy will end on xxx"
Does that mean I have been 'refused' car insurance and have to declare it forever more? Gutted if it does as its seems to add about £50 on to any quotes and the excess is higher.

I don’t think so. I have been refused and have a letter telling me I’ve been refused and that I have to declare this to other insurers. It has made no difference to any quotes I’ve got.1

No - they have chosen not to offer a renewal rather than cancel your insurance. Your policy is running its natural course, and at the end they won't offer a renewal figure. That's different to refusing/ending/terminating/cancelling you cover, that usually happens where customers have been economical with the truth, and something is found out later. I imagine they look at a wide range of metrics to remain profitable, and for whatever reason your local area demographics or vehicle choice may now fall outside of those parameters. When you run your details through comparison sites - you should find your insurer doesn't appear in the list of quotes. (If they do - then you might want to phone them and ask why).

They have declined to give you a quote only.
Anyone who has used a price comparison site ever would have to declare a refusal in this case.💙💛 💔1 -
I had this recently, phoned them and it was because my declared mileage was higher then they expected for my job. I explained why and they accepted it and offered a renewal1

You haven't been refused insurance however you need to read the question asked... some also ask if your insurer hasn't offered renewal terms and to that you'd have to answer yes.1

Just to complete this thread for future searches.
The insurer did say/confirm to me today that as far as they are concerned this is definitely not an insurance refusal from them (as many have already said above) and shouldn't normally need to be declared as the policy will have run its complete term and just not renewed.
On the call we came to the conclusion that its possibly because we added a young(ish) driver a few months ago to run to the end of the policy term - the intention was to just renew without him on the next policy but that doesn't appear to be possible.
It was suggested that I just run quotes on the likes of Confused and GoComp and if the company appears then just take out a policy using that route - however there are others that are cheaper.
Only potential spanner is that my NCB says at the top 'Sorry, we are unable to offer you a quote' Wonder if that will raise an eyebrow or further investigation with a new insurer - maybe ill just use last years NCB if new insurance Co ask for proof as I think it has to be less than 2 years old so seems perfectly valid. It seems to have been capped at 9 years for ages so any monetary discount should remain the same as the number is the same.
