Shawbrook Easy Access Account question

Shawbrook Easy Access Account page says the following:
The account is only available to individuals who are 18 years of age or
over, permanently resident in the UK, are only liable for UK tax and can
provide a UK bank account as a nominated account.
Does anyone know what "only liable for UK tax" means? Can someone who is a British citizen who lives here in Britain but also has US citizenship open this account?0

I see, thanks. So my next question is - Can anyone with experience in such matters recommend an Easy Access account that US citizens (i.e. dual citizens) would be eligible for?

Cynergy Bank's Online Easy Access Account is available to permanent UK residents aged 18+. Their application asks explicitly, "Are you a US Person?" and provides a field for inputting a Tax Identification Number if the applicant is liable for US tax.
Al Rayan Bank's Everyday Saver is another option.
