Pet Passport - France

We are shortly departing for France, the Dordogne area. I wondered if anyone had managed to obtain an EU pet passport in France without an accommodation address? I have heard that some vets have done it but it is all hush hush. We would have to use camp site address. We don't know anyone in France whose address we could use and don't own any property (alas).
Just paid £255 for the two dogs and going again in September and their rabies booster is due in August. I know in Europe it is an annual booster but it would still save us a lot of money. I know that it is possible to get pet passports in Spain and may have to travel there but if I could get one in France it would save us fuel and money having to tow 300 miles into Spain.
