Build over agreement

If a person who is buying a property is asking for proof of a build over agreement but the current seller does not have it, is the previous owner who built the extension responsible or the current owner? Would there be any potential comebacks on the previous owners?

Daughter sold her house over 2 years ago. She had a small extension built in 2013 with no build over agreement. It was flagged up when she sold the house but the sell went through.The new owner is now selling and her buyer is now asking about an agreement so the daughter is rather stressed about it!
It was all passed off with building control etc.
the owner has contacted her about it so not sure what happens?0 -
Daughter says, accurately, there was no build over agreement.
End of story.
Up to current owner and their buyer to decide what to do.
Not daughter's problem.
Or daughter could simply ignore and not respond.2 -
