Child Benefit

A relative had his15 year old son come to live with him 18 months ago and is wanting to claim Child Benefit for him.
Son was previously living with his mother (divorced) and we think maybe still claiming Child Benefit for him
My relative was paying maintainance for his son when he lived with his mother but since coming to live with him the mother does not contribute anything regarding maintainance etc. She barely even sees him.
Relative is a self employed tradesman. How does he go about claiming Child Benefit and what happens if ex wife is still claiming. He does not want any maintainance from her just the Child Benefit he should now be entitled to.
