I want a US Dollar account held in the UK after Citibank close my account

Revolut give you a US routing number for receiving ACH deposits into a US$ account.Can also receive fedwire transfers but they now charge for that.Outgoing payments are charged for though except purchases with the debit card.1

I thought that Citibank's European operations moved the ROI some time ago, so are you looking for an Irish/EU based USD account?0
