I got my first payment advance last year when I signed up for UC In September which I got £600 and finish paying it off next year.
someone told me I can get a budgeting advance as well but am unsure if it’s the same thing do I have to pay off the first payment advance before I can apply?

A new claim advance payment is different to a budgeting advance and doesn't affect you apply for this even with an outstanding debt for the first loan. However, it's not guaranteed that they will agree to the loan, it will depend on why it's needed. https://www.citizensadvice.org.uk/benefits/universal-credit/on-universal-credit/budgeting-advance/
