DCBL letter of Claim - Help needed
I have had a DCBL letter of claim (image 1) . I have read the thread and formulated an ASR (below).
The fine was received when I got picked up from emergency shift at night that the hospital asked for extra staff. The hospital provided a letter to help.
I called DCBL to inform them the hospital and land owner has provided a letter confirming I was working on a urgent basis and they said they act on their client (who was not the hospital) and I have no way of disputing this.
This is not ideal.
My Question to the forum is -
1) Whom do I send the ASR to ? is it dpo@dcbltd.com ?
2) what happens after this ?
3) I have got a letter from the land owner recognising I was working there on an emergency basis for them that day and they did not provide parking. (image. 2)
4) The deadline for one month is approaching. How I can make sure I am not penalised further ?

My first question was going to be "what's a ASR", but reading on I see that it is a Subject Access Request - a SAR.
You should send a SAR to the parking company - UK Parking Control Ltd.
You should also send a letter/email to DCBL instructing them to put the matter on hold for 30 days while you seek debt advice - as described in the first few paragraphs of the second post in the NEWBIES thread2 -
Have you received the letter because you are the registered keeper of the car that someone drove to pick you up or are you asking on behalf of whoever it was that picked you up? Either way, do not contact UKPC or DCB Legal until you have read the Newbiew/FAQ thread. That thread is your go-to reference whenever you have a new question.
If you need more time to figure this all out, email DCB Legal no later than the 13th May stating that you require 30 days to seek debt advice although no debt is acknowledged. That should give you at least another 30 days before they can issue a claim.
You are dealing with the intellectually malnourished duo of UKPC and DCB Legal. Your SAR should go to UKPC, not DCB Legal. When a claim comes, you will use the Defence by Johny86 and if you follow all the advice, this is what you can expect:DCB LEGAL RECORD OF PRIVATE PARKING COURT CLAIM DISCONTINUATIONS
I have no idea how that letter you have been given is of much use.

1. I think you mean a SAR rather than an ASR. You send it to the dpo at UKPC not their solicitors.
2. You wait to see if they issue a claim through the CCBC.
3. Meanwhile you complain to the landowner / management at the hospital and write to the CEO to get it cancelled.4. Don’t worry about the 30 days. If you search the forum you will find loads of threads relating to UKPC and DCBL where they choose to discontinue just before any court hearing. Have a look at many of those threads1 -

Please can we all agree not to tell people to send a SAR to UKPC when at DCBLegal LBC stage? This is not good advice, IMHO, as discussed over the weekend on other threads.
I stated on a thread exactly how to respond to DCBLegal and NOT to send UKPC anything. It is obvious why not, given the defence by @Johny86.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

@Coupon-mad you must be sick and tired of people repeating the same thing. I have read the newbie thread and some of the other threads now. Honestly I feel a bit of information overload now!
From what I read this is a pattern outlined below- Court claim issued
- Defence completed
- Hearing date given
- Witness Statement deadline dictated by the court
- Phone call from DCB Legal to defendant
- Email to defendant from DCB Legal with 'Without Prejudice Offer to Settle'
- If no response from/refusal by defendant, email from DCB Legal - 'Notification of Discontinuation'
- Confirmation of discontinuation from the court follows
Do I start my defence now ?
What is the best line of defence for this case as I cannot remember all the details (from 2018) but from what I can recollect is that - The employer at the time (hospital) who issued this ticket did not offer an emergency parking provision for the worker ( for a late notice contract). The employer has provided a letter to help (above) but I am not sure if this is enough.
How do I get the court claim ?
Given I have now made SAR and asked for DCBL To delay for 30 days. whats logistically my next step ...

You don't need to do anything other than keep reading other DCB Legal threads to see how they pan out.
Have you tried Plan A a complaint to the landowner and your MP. Busy yourself with doing that.
You will receive a CCC through the post in due course.
By all means start thinking about your defence but until you receive the court claim you don't really need to do anything other than exhaust Plan A.
Come back for advice when that CCC arrives.2
