Hi,
The additional info also makes the answer easy but it does feature some "if"s.
The caravan is either owned outright by by the OP or is jointly owned by the Crown and the OP.
If the other person has become the Administrator of the estate then they will represent the Crown with respect to ownership and therefore may, depending on the actual ownership be entitled to clamp it.
If the other person is not the Administrator of the estate then they have the same right to clamp it as I have. The solution in that case is a request to remove the clamp (I would give them 48 hours) and then an angle grinder / drill / tool of your choice.
Whether the owner of the storage facility has any right in this will be determined by your contract with them. It would however be unusual for them to have any liability to others if you removed the caravan.0 -
The other person is not yet the administrator as it takes quite a time for this to happen. Certainly at the time of clamping he was not the administrator anyway.
Locksmith has removed the clamp and I have removed the van from that storage facility to elsewhere.
