Loading/unloading PCN

So, I parked on Chiswick High Road at 11.20am on a single yellow line with one tick on the kerb. The sign said “No Waiting” and “No Loading 7-10am and 4-7pm” I was parked for five mins to make a delivery and collection of a heavy item. I was in a liveried Peugeot van. I was issued a ticket that I naturally appealed. The appeal was denied as they actually stated that I was parked on a single yellow with a single tick that restricted loading to the times shown on the sign. I was parked at 11.20am, an hour and twenty mins after the restriction ended. I am flabbergasted that they are actually agreeing with my appeal letter, but still maintaining that I was pared illegally. Am I going mad or are they talking rubbish?
