Birmingham City Council Paradise Circus car park

Returning after six years. Got a penalty charge notice while parked within the faded lines at Paradise Circus. Took pictures showing within the space, but appeal disallowed.
Anyone had any dealings with them? I believe the car park is due for demolition next month. Thinking of going to independent appeal tribunal.
