Connister Bank has come up before. IIRC it's a tiny bank owned by London listed Manx Financial Group and, as far as you can ever tell with a bank, its financials looked okay. It's covered by the IoM compensation scheme rather than the FSCS and it covers £50k per person.
Though for me all of these considerations are moot because in order to open an account you need to provide a certified copy of your passport.

Looks pretty interesting actually. Though getting someone to certify your passport may be more trouble than it's worth.
