PCN for "Parking on a footpath (on a "Grass Verge")" - NtO Advice required please

Hello,
Can someone please give me advice on whether to wait for a "Notice to Owner" or pay the fine?
I appreciate the impact & severity of parking on a footpath or parking in a place where you obstruct pedestrians from crossing the road but I did not believe I was doing anything wrong when I parked on the grass beside a dual carriageway one Sunday afternoon for a social gathering. (it was a stupid place to arrange this but that's in the past)
I contested the PCN stating I had merely parked on grass that was well away from the footpath and inconceivable that it would obstruct anyone (human or animal) with no parking restriction signs - as their own photographic evidence supported.
The response I got back from the council seems further from the actual law and generalizes (I believe) mostly outside of the scope of the situation (I think the comments are a blanket response as there were many cars parked on the grass that day, some of which did, in fact, obstruct the path as the council claims I did)
As far as I can see, "Section 15" doesn't define where the footpath/ grass verge relationship properly ("Grass verge" is only mentioned in the section title and no guidence/ definition is given)
Any consensus on whether I should pay and get this over with or wait for a NtO? And if I should wait what are the financial implications (other than the increased penalty) should I lose?
Please let me know if any previous precedent can be sighted.

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a Hotmail address won't work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:Read the sticky 'Read this before you post' as well as reading through some of the other threads there ahead of posting your own details, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.Please note, we are not a legal advice forum.
