Helllo all,
I would like your thoughts comments and advice on a parking situation.
I parked my car at 1am in the night on the pavement of Pickering Road, Barking IG11 8PG.
Parking on the pavement used to be permissible. However, after receiving a PCN the next morning I noticed this is no longer allowed.
Google Streetview will show parking on the pavement was allowed as I have previously parked there with no issues.
It's been a week since PCN was issued and I have a further 7 days before the fine is doubled to £130.
The appeal I wish to make is that there are no clear signs restricting motorists from parking on the left side of the road/on pavement.
Please could you advise me if I should appeal, and if so the legal reason why it was incorrect to issue the fine.
If there is a template letter for this please could you share the link.
I have also attached photos of the road where the car was parked for reference.

If this was a council PCN then you would be better taking this over to our friends on pepipoo.com as they are the council and police motoring specialists, whereas we concentrate on private parking charges here on MSE.

You've shown us a Google Street View image. Can you now please show us a picture of your parked vehicle?
It does seem strange that in your photos there are plenty of parked cars on the right hand side, yet nothing is parked on the left.2 -

The Google street view is an old photo taken earlier this year.
The cars parked on the right has always been legal as permit is required 7 days a week.
When queried with the locals they said recently the council has re introduced the cycle lane hence why you'll see new cycle lane route numbers.
Unfortunately I didn't take a picture of my car as I moved away from the location in the morning.

And that 'C42' can also be seen on the April 2022 GSV image, so not that new.
But as already said, Pepipoo is the best place to progress this.2 -
Have a look at this view: nxVgnb9Hp6CJCair8. See the green asphalt? See the (two) cycle decals? See the raised dividing strip? See the "END" marking? Same sort of thing here TsGTJBh7nAiDWezk8. This is quite clearly a segregated cycle track, isn't it? It's been there for donkeys years. Why does anyone think parking on a cycle track (on the pavement) is allowed? The fact that you have got away with it before does not assist your case.
The "C42" marking on the carriageway is irrelevant. It's just a route designation and it post dates the cycle track by many years.
