How can I get the keys to the property? My brother's children have access to it but have refused to give me copies. My intention is to see the state of the property, social services only have a coded safe key to open the outer front door. Inner door is the main door into the house. His youngest son has lived there for a while is challenging/daring me to get whoever I wish involved.

You need legal advice as to WHO can distribute the estate.
If your deceased sibling administrators had wills, the job of completing the administration would probably go to the executor of their wills.
In the absence of an executor or two, I suspect right to complete the administration goes to the person (or one of the people) who has the right to administer deceased administrators' estates.
Were the deceased administrators married, divorced, widowed, with children?If you've have not made a mistake, you've made nothing0 -
@Flugelhorn : I have just checked Land Registry and it has my late mother's name on it.
