Counter offer not working / removed?

Buyer has made and offer and I want to make a counter offer.  The only options I have are "Accept the offer" or "Decline the offer".  If I accept decline the offer there are no further options.
Has make a counter offer been removed?

I don't know but maybe the potential buyer has the ability to turn off counter offers in the same way sellers can when they make an offer?

I didn't know that buyers could turn off counter offers!  Can anyone confirm that please?
If that is the case, I will just decline and call it a day!

They can't but maybe they're in a location you don't ship too and your settings won't allow the transaction to continue. GSP on or off ? Restrictions to certain countries?
Or you app software needs updating. 

If you accept they may not be able to make the payment so check the location to.

Is it possible this is their third and final offer, and their first two have been automatically declined without alerting you?

Yes if you put a best offer cap say £20 minimum they've offered two offers below that and the 3rd and one meets the minum. You can see best offers declined if you open it.
