The way the ESA claims work in regard to income based entitlement being replaced by conts based entitlement in situations like this will confuse most people.
When you read the letter, it does state income based amounts and deductions that apply. And then says, However because you are entitled to Conts based............
Does the OP qualify for free NHS dental and glasses, because of the income based ESA amounts stated in the letter ? Are there NHS rules that maintain the entitlement in this situation?
They would have been entitled to £113.58 income based, but instead get conts based amount of £117.74.
I suspect the OP would prefer to be paid £113.58 income based and keep free NHS dental and glasses.

The way I understand it is that if the contributions-based entitlement is higher than the income-based entitlement, it's all contributions-based. If the income-based calculation produces an entitlement higher than than the contributions-based, then income-based tops it up from the CB amount and then someone is eligible for the passported benefits.3
