and yes of course the PPC are that mean, they are blood sucking parasites who only want your money.1 -
It even says "Managed by ECP on behalf of JLL". You contact JLL and ask them to get the PCN cancelled as it was issued by their agent and therefore they are jointly liable for the actions of their agents blah, blah...1

Looks like it would be worth getting in touch with Jones Lang LaSalle.
Rarely do we see that 'on behalf of' text on signs.
I seem to recall that that might well trip up ECP, but can't remember the detail.

I would be interested to know what is under the 2 1/2 hour sticker.
I wonder if it was previously 3 hours.
I wonder if 3 hours was stipulated by the local planning department when planning permission for the site was granted.
If it was previously 3 hours, I wonder if the local council and planning department are aware that the time limit for people bringing in and spending money in their cash strapped area has been unilaterally reduced.
Indeed, I wonder if planning permission for ANPR scameras, and advertising consent was ever granted for the signs. Not having the latter is a breach of para 12 of the PoFA, and a criminal offence.
