Notice of enforcement but no Parking fine received

Hello,
My son has received a notice of enforcement from a company called WIRO High Court Bailiffs stating that he owes £608 for a parking ticket he has not paid. My biggest concern with this is that all his correspondence associated with his car comes to our address as he is at university, but this letter has specifically gone to his rental property where he is based.
He has not received a parking notice on his windscreen and neither he or i have received a notification of a parking ticket in the post. He has received ANPR parking tickets in the past and paid them without issue, however this seems very different to the last time he received one, and any he has received have always come to our address as that is where all details associated with his car are, insurance, log book, breakdown.
The notice states it is on behalf of ANPR Parking Services Ltd, but does not include any information regarding the original ticker, the court it has apparently been heard in or any other information.
I have advised him to go to the citizens advice bureau initially as I am unsure what we can do to sort this.

So, this could be interesting really.
Has he applied for courier/food delivery etc or anything like that recently? Given that any letters usually go to you and not his rental, it seems a little odd. But this might help narrow down some possibles for a bigger data breach investigation.2 -

Probably not. However, having seen some of the gullibility of some victims who have been fortunate enough to discover this forum, can you imagine how many others fall for this? At least by reassuring the recipients of these scam letters, they, in turn, will advise others who may also be recipients but are unaware of this forum.Grizebeck said:This is just a rabbit hole

Just one vulnerable, possibly old, victim who is not computer or social media savvy who pays up, is one too many.3 -

State that you know this is a scam (not real HCEOs) but hope they have investigating powers to stop this because it's being reported online by dozens of victims (no doubt others - with more money than sense - will have paid).
