Nightmare trying to apply for Irish passport from UK

I have an Irish passport and my husband is eligible for one as both his parents were Irish.  He automatically has Irish citizenship so was hoping to get a form here in the UK to apply.  He’s tearing his hair out, going round in circles as can’t get hold of a hard copy of the form, instead being directed to apply online.  He feels like he’s in a loop when he tries that as he’s being prompted for a code for his photo and the local passport photo company can only provide a code to renew an Irish passport, not apply for the first time.  He’s tried phoning, emailing, web chat, you name it….

He feels like giving up so this is my last hope to help him.  I realise that some people don’t agree with doing this at all but he has his, personal, reasons.  Any advice welcome.

    One of my colleagues at work previously had a similar situation.

    She was a NZ national but living and working in the UK.
    She also had Irish dual-nationality so wished to obtain an Irish passport.
    She found the easiest way was a day trip to the passport office in Dublin.

    This was a few years back, so things may have changed since.

    No need to travel to Dublin, the Irish have a very useful visa and passport office at 114a Cromwell Road in West London. Their website should give you the information you need, the staff there are always helpful.

    I used this link and it produced a hard copy to download and print off - quite straightforward as long as you have all the necessary information to input.
    At first I too was confused thinking there was a hard copy application form to download, print off and complete the details manually - it is not well explained on the official websites.
