Customs labels

I have 2 post offices I use to post my items, my item fits into an ordinary envelope, I sometimes post overseas.
When I go to one post office they make me put a customs label on.
The other post office say they are not necessary if it is in an ordinary envelope and fits through the smallest slot on the measuring board.
As far as I know all items have arrived at their destination in good time (I am sure I would be told if they don't)
Who is correct?

According to the Post Office website, new rules are in place and customs forms are mandatory when posting overseas unless you are sending letters or documents.

However, if you arrange your own post online from home, you always have to complete a customs form, even for letters and documents. (I've sent a few recently). Not a problem but sometimes a bit of a faff.
