Heathrow Terminal 2 Drop Off PCN APCOA

Hi all, 

I recently received a parking charge notice as a registered keeper from APCOA for the contravention "use of drop off zone without making a valid payment" at Heathrow T2 drop off zone. I've read a number of posts regarding APCOA PCN's from some of the Heathrow Drop off zones, given what people have said, I plan to appeal the one I have received. I wanted to sanity check my planned appeal, which is a hash of a few I have seen that people have reported to be successful. I have selected "other" under reasons for appeal. Would appreciate any feedback from folks in case I have missed anything else glaringly obvious?

"This Parking Charge Notice ("PCN") was issued to me as the registered keeper of the vehicle, and I am appealing as such. Heathrow Airport (including the drop-off zone) is not “relevant land” for the purposes of Schedule 4 of the Protection of Freedoms Act 2012 (as it is covered by airport bye-laws), so the operator cannot transfer liability to the keeper. Furthermore, even if (which is not the case) the drop off zone is relevant land, the PCN does not comply with the requirements of the POFA, Schedule 4, paragraph 9. As there is no legal requirement for the registered keeper to identify the driver, I will not be doing so."

    Agreed, that will do nicely, but do complain to the landowner, the BPA, and your MP about this known entrapment zone. It is possible to get a PCN by entering and leaving the drop-off area without stopping

  • Thanks for posting - we seem to be in a similar situation where we aren't sure who the driver was and all we got was a distant photo of our vehicle approaching a terminal. All very odd and looking forward to hearing how you got on. We have appealed as well.

    Thanks for posting - we seem to be in a similar situation where we aren't sure who the driver was and all we got was a distant photo of our vehicle approaching a terminal. All very odd and looking forward to hearing how you got on. We have appealed as well.

    Sure did thanks! I have a number of issues to raise based on the information contained in here. I am genuinely surprised to discover that facilities to pay at the terminal simply aren't provided...

    I've just submitted the same message for the exactly the same reason. Let's see how it goes.
