Neighbour parks along dropped kerb next to my fence

I have this new nuisance neighbour who thinks it’s okay to park on a dropped kerb alongside my fence. I already have an issue with his loud music that’s causing noise nuisance in the house and he has shown an aggressive side, so it is terrifying for me. Unfortunately it is a new build area and there’s no parking enforcement, so he can do what he likes.
What’s even more frustrating is that he actually has parking behind his house but is obviously too lazy and overweight to want to use it. People in the neighbourhood struggle to get parking whilst he selfishly doesn’t use his allocated parking and instead chooses to park where he shouldn’t.
Usually people complain about inconsiderate parking on the notice boards, especially as it relates to dropped kerbs. I’m surprised no one has complained about him yet.
The council can’t help so I was wondering how people deal with such issues?

Is this parking causing a genuine obstruction?Are the roads outside adopted by the local council?If its not causing a genuine obstruction, and only an annoyance then the best thing is to let it go , neighbour disputes can get pretty nasty .If there is a genuine obstruction then the best plan of action would be a word with the local police/police safer neighbourhood team (snt) who can advise furtherFrom the Plain Language Commission:

The houses opposite my house have no parking. The police allow them to park on my side of the road and over a council installed dropped kerb for wheelchair users. I have been told by the police they will allow this. Can police permit this?0
