Birmingham CAZ - Don't Appeal Unless You Want To Triple The Fine!!!

I travelled to Birmingham with family to visit friends and was completely oblivious to the CAZ so received a £60 PCN. I initially appealed on line but as the appeal takes 28 days and the PCN doubled in 14 days I thought I better pay the £60 to be safe.
FF to January and I called Birmingham CAZ to ask about the appeal. I was told it was closed as I paid the fine. I was told I could still write a letter to appeal so I did that.
FF to March and I receive a letter saying the appeal was unsuccessful. Oh well...nothing ventured etc.
FF to April and I received a demand for £120 (£60 extra for the first PCN and another £60 Charge Certificate for not paying it even though I paid in December).
I called the Birmingham CAZ and waited a week for a call back - nothing. Called again today and have been told the charge is fair as I reopened the case and this is what happens. I will now receive a letter I may challenge (but not explained by what process) and a court judgement with Bailiffs involved to settle the matter. I was told I could make a complaint to BCC about the answers I received and the lack of a supervisor to talk to but nothing can stop the process of this PCN to court.
I do not know what to next.

As we tend to specialise in private parking charges, you may be better off going to the Pepipoo forum as they will have much more knowledge with council issued PCNs.2 -
