Can I claim the Disability Premium?

Hello,
I am querying if I can claim the disability premium (at any level) if I am not in reciept of ESA? I was in receipt of ESA from Sept to Dec last year, but returned to work in Jan (and hence stopped receiving ESA).
The gov.uk says 'You can get the disability premium on its own' but I am unsure how I would do this? Or do they mean you can receive the disability premium without necessarily receiving the enhanced or severe?
I receive both components of PIP at the standard level.

'Premiums' are part of the calculation for legacy income-related benefits only, so unless you are claiming one of them then no.
If you only started claiming ESA in September last year it would have been New-Style ESA which is not means-tested, so the premiums did not apply then either.0 -

Sorry to digress a little, but does that mean that someone on new style ESA will not get any cost of living payments?
Means tested ESA does entitle you to them.

Only income related benefits qualify for for CoL paymentsSo 'New Style' JSA and ESA do not qualify on their own. (UC does qualify if you have that as well as a 'New Style" benefit.2
