As others have already said, evouchers were the only option offered by BA when they cancelled my flight for April/May 2021. (BA say that they offered a cash refund option but this was not visible)

When I requested a refund last week, on medical grounds (meaning that I am very unlikely to be able to fly ever again), this was refused and again was told that the only option was to use the evoucher for a flight which must be completed by 30th September 2023.

I have raised a complaint on their website but I am not hopeful of getting the perfectly reasonable request for a cash-refund.

Could refusal to pay out a refund by BA allow me to trigger a claim against the credit card that I used to pay for the flight?

You could make a section 75 claim via your credit card provider if you can make a case that BA were in breach of contract, but that doesn't sound likely from what you say - the articles about BA's vouchers state that the airline failed to offer cash refunds clearly enough in the early months of the pandemic, but by 2021 they were understood to be complying with what was required.

If your reason for not flying is health related, is this perhaps covered by travel insurance?

The evoucher can be used to pay for flights for anybody, not just the holder of the evoucher.
