    I thought most councils were going bankrupt? They're obviously not doing a great job of money grabbing.
    My understanding is that planning departments (like certain other council functions) are meant to be self-sufficient, and break even based on the fees they get in - not be subsidised from elsewhere, or have enough of a surplus to subsidise anything else.

    What makes this particularly difficult is that there are peaks and troughs in workload driven by the economy - the departments can staff to an average level, or just below, but when it’s busy short term staff are competed for.

    I do love the OP’s idea of ‘no win, no fee’ planning applications.
