Confused about maintenance loan for year 2

My son has been told that his maintenance loan for the second year of his course is £4651 which is £90 less than year one. Does anyone know why this would be? I haven’t been asked to provide any salary details for this year. I thought I had read that maintenance loans weee to rise by about 2 per cent do I am not sure how this then equates to receiving £90 less than last year?

    For 2023/24 £4651 is the minimum maintenance loan for a student living away from home but outside London, he qualifies for that whether you submit details or not. If you do submit your household income details then a recalculation will occor and, if applicable, an uplift to his maintenance loan would be applied.
