    Hello and welcome.
With so little information, it's not easy to answer your question.

What company has stuck this notice on your Windscreen? Vehicle Control Services Ltd or someone else?

Where exactly did this parking event take place?

A "Privacy Notice" is for all intents and purposes a windscreen NtD. You will need to have a thorough read of the Newbies/FAQ thread and see what needs to happen and by when for a windscreen PCN. For now, do not reveal the identity of the driver. "Driver" and "Registered Keeper" are two different people in law.

Yes and no.  It's not a fine.

    VCS will pursue you.

The way to stop it is to take the first letter into the shops and speak to the various Store Managers until one of them agrees to take a copy of it and cancel it for you immediately, which they can.

Don't hand over the original letter as you might need it .
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
