Child tax credits qualifies you, providing you're not entitled to working tax credits and don't have an annual gross income of more than £16,190.

So is it annual income for both me and my partner ( £14 & £7 = £21k ) or just myself ( estimated £7k)
We recieve a joint CTC, don't qualify for WTC0 -
The annual income will be for both of you combined because you're a couple. If that's your gross annual income then you wlll not qualify for free school meals.
