The money hasn’t left my account, I use a card that I transfer money (victim of fraud previously) too so they keep attempting to take it but I’ve not transferred any money to it
As a matter of interest, how do you "end" the trip you made with the car? Do you have to notify through an app or did you just leave the car where you parked it? How are keys or ignition operated in these circumstances?3 -

As advised, you have the upper hand. All Zipcar had to do was inform the PPC of the hirer/lessee's details, and that's it. Liability transferred. No further action needed.
Instead they foolishly paid the charge. They are liable for their actions which is not your problem. They breached the hire/rental agreement by paying the charge. Again, this is not you problem.
Zipcar's dispute is now with the PPC, not with you.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks5 -

Zipcar's dispute is now with the PPC, not with you.So I’ve had no communication from them at all no response to any of my emails but I went on the app today and their is no longer a £75 charge on the account.5 -
Looks like common sense prevailed. Hopefully, this is the end of the matter but you know where to come if it rears its ugly head again.
I'm sure @Coupon-mad will be along to remind you about the upcoming DLUHC PPCoP bill coming up for public consultation soon.3 -
Well yes, it's coming soon, stick around! Hopefully you have won this battle but wait and see and do not ignore a NTH if one arrives.
Anyhoo, please don't disappear.
We need you as a genuine PPC victim, to respond robustly to the Public Consultation on the level of parking charges and banning of the false added DRA 'fee' that too many honest motorists currently fall victim to and would have happened to you.
It will need consumer input (powerful voices) but change is afoot. It's taken about 5 years to get to this stage:https://forums.moneysavingexpert.com/discussion/6333036/breaking-news-government-has-announced-the-statutory-code-of-practice-and-enforcement-framework/p1
And then the industry threw victims' money at it and blocked and delayed it - explained here:

Please now Bookmark BOTH threads and set up email alerts on your posting profile, so that you get an email alert when we post there, as we will, once the Public Consultation opens...anticipated VERY soon, in weeks...
We need people like you and your driving family & friends to respond in high numbers. i am sure you want your voice heard to stop this happening again with such high levels of parking charges stake.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
