New section on DQ N180 form?

Hi everyone
So just defending my SECOND fluttering ticket case in the same car park, (the first one got thrown out yay), I've got to the DQ stage and there appears to be a new section on the form, D1 is now "Suitability for determination without a hearing.
Do you consider that this claim is suitable for determination without a hearing, i.e. by a judge reading and considering the case papers, witness statements and other documents filed by the parties, making a decision, and giving a note of reasons for that decision?"

What is the correct answer to this? it says if no then I need to state reasons why? I don't remember this before and can't seem to find anything on this forum talking about this.
Really sorry if I've missed it.
Cheers

You have missed it. A thread last June covers it. Did it not come up when you searched the forum for a couple of unusual words from that sentence?
That's why I'm not linking it because it would need me to do the search for you (not good practice).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
