New section on DQ N180 form?

Hi everyone 

So just defending my SECOND fluttering ticket case in the same car park, (the first one got thrown out yay), I've got to the DQ stage and there appears to be a new section on the form, D1 is now "Suitability for determination without a hearing.

 Do you consider that this claim is suitable for determination without a 
hearing, i.e. by a judge reading and considering the case papers, witness statements and other documents filed by the parties, making a decision, and giving a note of reasons for that decision?"

What is the correct answer to this? it says if no then I need to state reasons why? I don't remember this before and can't seem to find anything on this forum talking about this.
